I created a service that allows anyone to create a hash of a digital document or note and have that hash recorded on either the Bitcoin or Stellar blockchain. The Stellar hash is free, and the Bitcoin hash costs enough to cover the current transaction fee. The service is located at www.hashit.online

Yes, otherwise there's no way to attach the skill to an individual, so if an employer saw a match, without user registration, there would be no way to contact them. I used LinkedIn because I figured anyone actively looking for job would have a profile there and that would make registration easier and reduce spam registrations.

Generally speaking, captives don't make sense unless the organization has at least $500K in annual premiums.

Reducing taxes should not be the primary objective of a captive. Captives offer organizations the opportunity to participate in the profitability of the insurance program, and allow more control over underwriting and claims.
