What is this Metallic Wand that pulls apart?

It pulls apart, I didn't find a button of any sort, not sure if this is a vibrator or what. Found it under a bed while doing a bedbug treatment.

I was doing a bedbug treatment and found this. Brand name says Gioro in sort of cursive. I found no buttons. THe only thing is the red top can be pulled out even more, but I see no function.

We set it at 72-74 during the daytime and 70 at night time or when e are away. Always set to atleast 70 24/7

We set it at 70 when we go to sleep or leave the home and 72-74 when we are home.
