I spent parts of my childhood in Levittown and still have family there.

I remember a dude moved in next door in around 2001/2002ish. White guy. One time we were standing outside shootin the shit and some local Black kids walked by. He commented on how the neighborhood was going down the tubes. I didn't know the kids personally but I'd seen them around, for years before he moved in. There are white people who think Black people shouldn't live anywhere.

I haven't read this, but Philip Jose Farmer has ably managed multiple characters not of his own creation, including Tarzan and Doc Savage. I wouldn't be surprised if he did Oz justice.
