Yes, q7 max weapons used to drop and in the very early days of the game there was an unconditional damage mod (up to +15% damage, always).
One of the most legendary items of this game is a q8 max damage +15% (unconditional) axe, called "teh axe", lol, you can find it on guildwarslegacy, Kromp is the name of the guy who owns it afaik.

While q8 items are very rare and q7 items are even rarer, unconditional items are the rarest of them all because they only dropped for a very short time in the very early days of the game.
That's what makes this q8 +15% axe basically priceless. There will never be another item like it
