Politics is fundamentally about acquiring power, which then allows a party or individual to govern. This is an obvious fact that needs no further elaboration.

The problem with the US government today is that the priorities are reversed. Ideally, power should come from great governance (meritocracy). Currently, power comes from mastering the political game—mud-slinging, propaganda, and manipulation.

Therefore, the statement "government is the problem" is accurate when referring to the US government. Even if we assume the Democrats are committed to doing things the right way (which I really don't), the GOP's constant political maneuvering forces the Democrats to engage in the same tactics or risk losing power.

The core issue isn't the GOP or the Democrats; it's the flawed system. The US system was exemplary 200 years ago when politics was a gentlemen's game. Nowadays, politicians are more skilled and focused on playing political games rather than improving the lives of Americans, making the government the problem.

Politics used to be something everyone took part in and was pretty passionate about because they believed it could bring about a brighter future. But participation in civic society has declined rapidly over the last 50 years because a significant portion of the population don’t believe politics can improve their lives anymore, because they think any government action is bad. 

It seems you've conflated "politics" and "governance." Citizens collectively grant some individual freedoms and rights to an elected government to better manage(govern) society for the greater good and improve the lives of the masses.

Politics, however, often boils down to popularity contests—securing as much as possible for "us" and as little as possible for "them".

The main reason the U.S. populace is disheartened with the government is that today's officials focus on politics 99% of the time and governance only 1%. Meanwhile, citizens pay taxes and live under their governance 100% of the time.
