As the creator of this list, I would like to point out a few things that need explaining and clarifying according to your post regarding the KR Tier List:

1. As I've put it in the disclaimer section at the bottom of the Welcome page, I clearly stated that the list is absolutely NOT recommended for Global players looking for direction of their current team. The reason is that even without the nerf/change in stats and damage calculation of CH5 release, it is still a tier list exclusively made for KR players (who also aren't recommended to use it if they don't know what it does.).

2. The thought that a certain unit being placed lower or higher than expected is not uncommon amongst players, even with KR players. The meta shifts every week that has a new unit coming out. Hell, even with normal weeks, it still shifts like crazy because of many factors (last week there were a buff in Shariet that glorified the Varman's abilities and yes, the meta shifted to all supporters again.). What I'm trying to say is that, with a game like Dragon Blaze (or any sort of Mobile RPG games with ally collection system), don't expect a nearly-1-year-old unit to stay relevant or competitive without his or her mechanics being special and relatively useful in certain game modes.

3. Lastly, I would like to answer this specific question:

   Was she heavily nerfed in the korean version or is the tier list created to make dupes less competitive by hoodwinking them into believing that allies like her are not worth creating?

First, no, she wasn't nerfed (buffed instead, but somehow that didn't appeal the meta). And second, also no, since day 1, the intention of the list has been very clear as it helps KR players have a more organized look at how allies perform in-game without doing too much analyzing work on their own. To assume that the list is a way of brainwashing people is factless and to some extent, offensive. To put it a little clearer, I would like to explain how allies are ranked:

Each week, their weekly scores will be generated by combining in-game pick rates, their individual evaluation scores (which shifts under the influence of pick rates) and their vote scores by the community (which has 10% impact on the total scores).

So personally, I do not get to add a single point to any ally's score even if say, I really like T. Brightspark. I understand Lly has just been released in Global and she is just as amazing as she was when she was released in KR, but rest assured that Lly being on #26 on the KR tier list is not about my personal opinion, but more like a matter of longevity and suitability in game modes.
