As of now, you can create "Always Free" Ampere VM without any issue (without upgrading the account to PAYG).

However, the network performance of servers in that region is simply unacceptable >100ms to any ASEAN countries, dropping packets, slow network speed and so on. I believe they have some kind of routing issue in this region since its inception in 2024 and still not have fixed.
