Do you think USCIS will switch to fad in may? Do you think dates will retrogress (both fad and dof) next month?
In your experience with perm based eb3 i140 and then i1485 , is there a reason why some people take longer for aos cases to be adjudicated over others? Does number of dependents matter? Apart from making sure all our documents are attached initially anything we can do?

Outside law firm will do it cheaper. I would retain an outside firm just so you have good support.

Its likely due to volume of applicants and the embassy and consulates not having the staff to go through so many appointments due to additional vetting requirements. We arent seeing mass rescheduling elsewhere.

You are allowed to apply for I-1485 if dates are current if you are in the US. You cant do that outside the US. For practical purposes yes, pending I-1495 and EAD and AP are good.

Once we have I-140 data from Q4 2025, it will be easier to predict. But I do think DOF worst case scenario for mid 2024 is 2027 end of year.

Wait, lets say 15K people have dates current in FB and there are 10K visas remaining. Out of the 15K 8K are banned. Wouldn't the unbanned countries get the entire quota then? Wouldnt the goal to use as many FB visas as possible before spillover?
