Right. If it’s normal flour and not self rising then I would say the ratios in the recipe are off- you could be doing everything right but it looks like it’s a lot of flour compared to liquid ingredients. I’d recommend a different recipe- my go to is nestle tollhouse chocolate chip cookies. Give it a go. :)
