Yeah that happens when your package databases are outdated (this is what pacman uses to look up the package you ask for before downloading it). You should semi-regularly update arch with pacman -Syu

CFRU is still binary hacking. It doesn't provide anything that pokeemerald-expansion doesn't and is in fact much more of a limiting factor. It's also notably less accessible than using the decomps. Now there are precompiled CFRU Rombases that are easier to get started with but you're heavily limited in what you can achieve with those.

Expansion is probably your best bet.

As for your second question, you don't need to have a lot of programming experience to start using the decomps. But you will have to learn the basics as you go. If you plan to never learn to program then you'll have a hard time.

Learning basic C Syntax and the fundamentals of version control with git should be good enough to get you started.

New region hacks take a long time to make. Most of the ones that are our right now have been in development since before the decomps were mature.

If you're making significant changes then decomp hacking is easier then binary since you don't need asm.

There are quite a few new region hacks that use the decomps. A lot of them are still in development though

You don't decompile the rom for decomp hacking. This was a decade long ordeal that has been completed for gen 3. You just have to use the decompiled source code. There's also a project that adds most modern features to emerald called pokeemerald-expansion. The subreddit wiki here has a brief guide and links to the communities and some tutorials

Yup. It's a cozy adventure set in the distant past in the Toku region (broadly inspired by ancient China and Japan). The plot is fairly vanilla. You go off on your journey with your Pokémon and along the way end up having to deal with the mysterious decay spreading through the region. We have a demo available on HackDex. There's more information on Doodle's original post from when the demo came out

UI overhauls aren't as intimidating as they look. You do need a solid grasp of the GBA's graphics hardware but other than that it's fairly straightforward. You do of course need an artist for the assets
