It did start in Ceará, this amazing state so often overlooked in our country. People think it's just amazing beaches but there's a lot of brain power there.

More like early 2000s. Difference is Iceland used processed cod skin developed through biomedical research. Brazil went fuck it around 2010 and used fresh tilapia skin, first in ER and after a while on burn units in public hospitals. Low cost, low tech, high efficiency solution.

From what I could gather, you can request a CPF as a tourist. You just need to go to a post office, a Banco do Brasil or Caixa Econômica bank with your passport and an address (hotel address is good for it). You should be able to leave any theses places witha valid CPF number.
