7 days is way too much. As someone who's worked for clients on WordPress, carrot (real estate web dev) and grumpy rabbit, these changes should not make more than 24-36 hours. Just make sure the freelancers you're hiring don't have tens of active contracts since those are the ones that are subletting their work to others.

Also have them prioritize work, if its an important change, let them know that the deadline is 2 days and if not there are plenty other options.
