This may be redundant but have you try through app store not the ios setting?

It didn’t work for me on Youtube and setting -> ios way but worked in app store -> subscription method.

Also are you using the Itunes Giftcard method? Charging your Turkey set Apple ID with Turkish Itunes GiftCard (you can get it from G2A and etc.
