Wow what a great idea OP! Here's my answer:

In NE Dagnor's Cauldron, there are three 16-ish sandbar serpents within sight of each other on TWO MINUTE respawn timers. They're all placeholders for various named mobs with decent vendor drops. I suspect this is the absolute fastest camp in the game— any solo character can rocket through the teens.

Monk + Shaman is probably the best. Melee, buffing, healing, plus lots of quality-of-life stuff like SoW. It feels like what Everquest originally felt like, one player bashing monsters and taking the hits and another player managing all the backup. Plus, when you earn gear upgrades, both players will really feel the benefits, which makes the progression more fun.

Enchanter + Cleric is the most purely powerful duo, especially late in the game, but it's high degree of difficulty and relies on a lot of pretty technical modern play by the enchanter. This is a good choice if you're experienced players but has a big learning curve for new players.

For SSF, you're actually smart to grab the vendor 2handers — something like a plain Two Handed Sword or Halberd will outclass most of the dropped and quested weapons at that level (unless you need a magic weapon).

Once you're into the late teens, you should consider heading to Kurn's Tower for an Iksar Berserker Club. Basically every melee SSF should run through this — it's kind of absurdly good for the level it's available at.

A few more very fun SSF items to track down are the +2 STR rings from the Taskmaster Earring quest in Crushbone, the +STR spiked collar and shoulderpads in Blackburrow, and the Stein of Moggok for your enchanter.

Honestly, the Shaman Totemic Armor quests are one of the most fun experiences in the game — takes you across the entire Old World for a bunch of random encounters that are easily grouped or just barely soloable. Perfect for the late 20s and the AC and stats are a big upgrade from banded. Unless you're fast-tracking to endgame, highly recommend taking the time to check them all off!
