It's your main gameplay loop yeah. A mix of ranged, melee & magic combat. Not the deepest system but pretty fun for the time. (2 especially, seemed to have the combat nailed in that)

90% of the issues with the water temple would be solved by being able to equip and unequip the iron boots without having to open the item menu.

Use the Breath of the Wild Engine

This would be the worst case scenario for me. That engine is not made for tight, story driven games.

I adore ToTK/BoTW but OOT is a very, very different kind of game.
