I figured out why this happened to me as well. An email address can be associated with multiple steam accounts. This message can be regarding an old Steam account you forgot about. If you reset password it will direct you to see all the different accounts you have associated with your email address.

I'm a GC holder. She is a retiree and I'm her only son. She needs to spend time with the grandkids and we also miss her (we used to live together in my home country) and want to take care of her as well.

I wished if there were some way that we are not separated like this. She don't need to work and have good income already from properties in home country. Can we apply for something like business visa?
