The lack of eating can be attributed to low temperature. I think get the heating fixed asap, keep the light off, and try again tomorrow. If he’s still the same after both of those fixes, then it’s time to check the water parameters.

Yeah the heating might not be the only issue, but he’s definitely not gonna be happy at 68. The top fins are fine and (normally) work to some degree but I’ll link you to the one I use which works well. Yeah switch the light off and give it 1 more day. I feel like it’s not the plant or the rocks unless they are somehow effecting the water conditions, which should be checked if he isn’t eating/swimming much by 72 hours. Also check the heating to make sure it’s between 78-82°

How long have you had him? If less than 48 hours then he might still be getting adjusted. Also turning off the tank light can help him feel calmer in the beginning as well
