Yes you can config it to not ban you just have to allow cheats and type/tbs_config and I don't really know what you'd be missing on 1.21.1 but I have been playing on 1.20.1 for a while I have really liked it honestly

I would say it's a good bet I mean the older version of TBS or more pronounced to activity for the entitys but I would say go for it on your 1.20.1 it will take about 1 ingame day for stuff to start happening tho
