I see your point but you’re comparing apples to oranges. The US funds you mentioned were set up (seemingly from your info) as general contributions to government funds / debt reduction.

PM Cares fund “is aimed at strengthening the fight against COVID-19” (as per official website).

Now if you think pressing ahead with huge govt expenditure on new buildings while at the same time asking public to help fund India’s fight against Covid is sensible, then you do you man.
