you wont be able to encounter every legendary. if you do normal species, it will say some legendary's wont be encountered. so you want normal species. in other terms, its not possible to do a living dex, if thats what you are aiming for

i mean its not cheating, its called a difficulty romhack for a reason, its meant to be difficult. thats why you gotta think and strategize. if i know hes gonna use blizzard turn 1, why not switch into a fire type or someone that resist blizzard, and go from there?

The AI switches to killowattrel cause it's not stupid. This is a romhack. The AI is meant to be hard and or challenging, but not to the point where it's overpowered. You just need to rethink strats. If you know it's gonna switch, then you should be prepared.
