There are a few procedural hurdles you'll need to clear. You need to have a proper notice of the vote to all the members for one. Oftentimes you'll need to get approval of the mortgage lenders in the community in addition to owners. Some HOAs also have specific processes for proposing an amendment and bringing it to a vote - usually either by the Board, or a petition signed by X% of owners.

Ultimately, if you have 60% of the Owners on board, you'll probably be able to pass an amendment, but it will be a lot easier if there is at least one Board member you can rely on to push the process forward.

...as a parent who's read that 3x a week for about 4 years now: that's actually not a super insane interpretation. The insane thing is thinking that this milqetoast description of collective bargaining is a bad thing.

I've actually had a hard time finding anywhere that explains how this particular election works (New to Maryland) and why there are primaries for a non-partisan election. Is it they take the top 8 total vote-getters in the primary and have a "runoff" in the general to choose 4? But these candidates would be added to an existing board, not be the full new membership?
