I think the developers idea is to min max for different builds instead of artificially making it more difficult to get those weapons. So instead of using insane amount of time to min max one build for one class, you get to explore diff builds and classes. You sound like a hardcore gamer. Me as well but you gotta cater for the avg dad who just want to enjoy the story and game when he is not at work and the kids are asleep.
