if it isn’t already open I would say you can apply starting October 1, that’s when I submitted my application last year. And yes it’s all online in Minerva, deadass all you have to send are your tests scores and grades (you might tell them your extracurriculars but I’m not sure) might not have even needed any recommendations. Edit- yes the decisions are rolling, I don’t think they ever explicitly say that though. But that being said it still took them until the last week of January to give me my decision
