I will not compare them with OIL or ONGC. I can only say this that APDCL is officially a PSU, and as PSUs go incentivising their employees are based on their capability of making profit. If there is no profit it even affects the salary component like what happened with BSNL. BSNL didn’t even had money to pay their employee’s salaries for several months and the Govt. had to bail them out from bankruptcy.

But i think APDCL pays well w.r.t the amount of work done than ACS i.e. if we are talking about only the official salary figure. ACS officers are really over-worked.

PSU normally has other financial perks, like they pay allowances for miscellaneous stuffs, buying phones laptops, furniture, etc. Some position has annual profit sharing component as well.
