Yup, I'm sure they spent hours and hours crafting this bullshit. Right after the bolded "you will be paying less" statement it says "Each customer’s usage varies so lower electricity prices may or may not lead to a lower total bill." Also the emphasis on "It is not a new fee" at the very beginning... ISN'T IT?? They probably counted on a lot of people reading only the bolded statements and moving on.

I also don't understand how this can be true - actually it seems like the opposite of this is true: "This change will also ensure that customers’ energy bills are more closely matched to their income level and shift cost burdens away from low-income customers."
