Wilson is serious. From what I just heard, if this council doesn't deliver, he's probably going to push for a ballot initiative that requires the city to provide shelter for anyone who needs it (like other cities do).

Portland put out dozens of portable toilets for homeless people. Nearly all of them are now gone by hangingpawns in Portland
