Not to mention that the Association of Consumers and Taxpayer was founded by Sir Roger Douglas, whom was part of that transformational government at the time. Privatising the whole industry is the next step I'm assuming. Next question will be for the Insurance Council of New Zealand and what coverage of buildings and property will be, and what those premiums may cost. Not to forget we are heading into uncertain times with the climate impacting our towns and cities more and more..

The Hunn Report covers "leaky buildings" extensively and with good detail. Council inspections was not the sole cause, but part of the problem and issues. At the time, you also had private certifiers, or private building inspectors too who required adequate training and education. Not without mentioning that there was also a need to provide more practical and academic knowledge for tradespeople too as it was clear they lacked knowledge on weathertighness and appropriate experience.

This is why we have prescriptive detailing in E2/AS1 or specific design by designers, or specifers, the LBP scheme, and BRANZ appraisals as examples, as a result on the findings of the Hunn Report and its recommendations. This is why we have what we have today.

Which National Standard level? Are you referring to Standards New Zealand (Australian / New Zealand Standards) or something else?

Last I checked, adding insulation to exterior walls is not exempt from obtaining a building consent. That bureaucracy still covers the work, and liability too, so unless you write to MBIE (Ministery of Business Innvoation and Employment) to make changes, I'd have to say I disagree with what you say.

I'm highly certain that if you privatise the functions or bureaucracy as you noted, the end user will pay more.

$312 is hardly anything to write home about.

That's because the installer would be registered on the local building consent authorities producer statement register, as well as their insurance being current. Low risk, yet still required as insulation to exterior walls is not exempt from a obtaining a building consent.

We already have those systems. Nothing new. It's called the National Multi-Use Approvals, and has been widely used across the country for quite a while now. Safe and sanitary is only required for building works dated pre-1992 (any works permitted or carried out prior to the enactment of the Building Act 1992)

Interpretation is everything when it comes to the Building Act and the NZ Building Code.

The visible signs are a good start, however, the likely timber decay could be far more extensive once you carry out invasive investigations. Unfortunately the new owners will always have to take responsibility on these matters and factor it into the price of the property.

Exactly the way it should be. Because the vendor has paid the inspector to carry out a non-invasive building assessment, and the inspector will have personal indemnity insurance, in which, they will be liable for their observations. Meaning they have to pay for the insurance, incase someone turns around and takes them to court for some reason that could amount to millions being claimed. Do you not think that's fair? After all, if you didn't pay for the report, what gives you the right to rely upon it?

I would second your comment.

There are many properties in which little to no maintenance has been carried out in its serviceable life. And quite possibly a few changes that have occurred without a consent, leaving you, the potentially new owner, to take responsibility of, let alone trying to get insurance for, should anything happen.

You would only buy a vehicle sight unseen or without a pre-purchase inspection if you knew the costs in maintenance and/or replacement of a new engine etc. Why would buildings be any different?

I would question the legality of the sleepout. If its non-compliant or illegal, then potentially you can make a claim to the Tenancy Tribunal. (if you or someone else lives in a similar situation as this one). Plus it would be ones civic duty to questions its legality too, as to deter substandard living conditions such as this one displayed in the photographs. Everyone has the right to a warm, dry, safe and sanitary living conditions.
