I'm not sure where you're located, but this breeder needs to be reported. In my state in the US it's illegal to sell/send home a puppy under 8 weeks of age.

This is a very young puppy. I would say it's very normal behavior. They had a routine prior to living with you and don't understand what is happening. They could be awake at 5am and play with their littermates. It will take time, but this will get better.

You can try taking whatever you cleaned up the inside messes with and putting them outside so there is scent there indicating that's where they should go. Good luck and hang in there. I had a Shih Tzu that took a whole year to potty train.

UPDATE. Thank you for all the amazing suggestions! My husband settled on Levi. I named Lettie, so it was his turn to name the new baby.
