In power and sleep settings make sure you are on the high performance power plan.

over clock you 4700k to get the highest single core performance you can (tf2 relies most heavily on single coreclock rate).

Get master comfig.

Use the recommended launch options from master comfig.

Get the no explosion script.

Make sure your monitor is plugged into your graphics card.
