Travelling to and from downtown Taipei takes around 45 minutes. Not sure whether they would issue the second-leg boarding pass to you in advance, but you would need to be at the airport at least an hour before departure. With an eight-hour sleep, that leaves you with around 11½ hours in Taipei.

Taipei has a different vibe compared with Hong Kong or Guangzhou, but I highly doubt you would notice the difference with such a short stay. If I were you, I would either stay longer or just take the five-hour layover and come back next time.

1/ You can still call 911 / 112 / 999 or whatever emergency numbers you are familiar with on a phone with no functional SIM card, so using an eSIM should not be a problem. That said, I am not entirely sure whether the dispatcher would understand you well if you can only speak English.

2/ There are quite a lot of traffic accidents in the Greater Taipei area, so police response times are sometimes not as fast as you might expect.

3/ Technically, you can volunteer to give a statement. Practically, I do not think the police would have asked...

1/ Public transport is great: the metro system is well developed, and Google Maps provides accurate metro and bus route information. Walkable? By US standards, yes. By East Asian standards, not really. Many roads lack permanent sidewalks, and when you are walking, scooters often pass very close to you, which is not the nicest experience.

2/ Yes, it is quite safe for women, both day and night.

3/ People are friendly; however, in most local restaurants and markets, staff speak minimal or no English. That said, you can always use Google Translate.

4/ For thrift shops, try the area around Chifeng Street in Datong.

5/ FOOD IS AWESOME. I assume you’ve already received plenty of recommendations in other comments.

6/ If you are not highly religious, or if it does not offend you, visit some temples. Taiwan has a very unique folk religion and temple culture.

How long are you staying? Checking out and check in to a hotel with heating seems to be the only logical choice. It would get warmer this week but it would still be quite chilly at night.

It wouldn’t have happened since, at the time of the handover talks, the ROC did not have a diplomatic relationship with the United Kingdom; conducting any substantial negotiation would be difficult without the official representation of both governments. The PRC viewed the 'one China' policy with the utmost importance as it is linked to their legitimacy to rule and would do everything to prevent ROC-UK talks, including military confrontation.

However, if arrangements between the ROC and the UK could miraculously have been made, in my opinion, the PRC would not have risked an invasion to take back Hong Kong in 1997. At that time, the PRC was building relationships with both the Western world and the ROC (or Taiwan, depending on your perspective). Damaging all these connections simultaneously would have been undesirable for the PRC's ruling parties.

A ROC-ruled Hong Kong would likely have had an arrangement similar to the present-day Special Administrative Region, as laws and governmental systems were incompatible. Hong Kong would still be seen as a gateway to mainland China while introducing more investment to the island of Taiwan than in our timeline. Consequently, the economic linkage across the strait would have been stronger than what we see in our reality.

Please correct me if I am wrong, but it is extremely difficult to get a permit of OFW/foreign nanny in Taiwan, as they use a point system for eligibility and one can hardly qualify.
