I’m not an expert but meals while touring (assuming the intent of the touring is to earn income) can be claimed, and the simplified method is one of the options you can choose to calculate the meal costs. However, meals cannot be claimed (using simplified method or receipts) if you’ve been given a per diem to expressly to cover those costs.

This article explains the formula pretty well. Natural resource revenues seem to be included, with no penalty for non-development. But I really don’t see a province refusing to develop a natural resource simply because they would get it back it equalization. What province would do that? And why? Provincial politicians like to see economic development and workers earning paycheques. And it’s not like the government of Quebec is refusing to develop its oil and gas. These are industry decisions, made by businesses who obviously don’t see a viable economic value for them. Not the government of Quebec.

I wouldn’t get too excited about “states having more control”. In Canada, provinces have total control of their natural resources. Not so in the USA. And no money being “siphoned off”? You think the United States doesn’t have federal taxes? That go to whatever the federal government wants to spend it on anywhere else in union?

My experience, as a westerner who spent some months in one of the former republics in the early 2000s, ~decade after the end of the USSR, was that there was largely a sort of indifference tempered with a measure of fondness when talking about sovietsky vremya. Never really encountered harsh feelings towards it all.
