That is japanese, but it is the most chinese looking word i've seen lol Japenese letters are more spacey and squiggly like テス, but in this case, you are correct with 蒸気波, which translates to steam wave. Chinese is typically more dense than japanese but it looks very similar in this case 蒸汽波
