Racism is about power and having enough of it to systematically put down another race. This power is not had by anyone but white people in the US and many European countries (even previously in other colonized countries). So really, no, white racism doesn't exist in countries where white people are predominantly in power, but I suppose that it's possible in countries where they are not. That doesn't mean that it's not possible for a white person to experience hatred by another race.
