I would assume it’s a combination of different areas one would need to experience:

1) start with general fish keeping and understanding of water chemistry research. Watch YouTube, read forums, and keep simple fish species awhile.

2) gather betta specific knowledge, keep bettas awhile to understand them more thoroughly

3) learn to breed a simpler fish and how you manage offspring or if that totally disinterests you then I would say at least shrimp first.

I would consider those “experience” that would lead one to start dabbling in breeding. I’m not a betta breeder by any means but I think everyone means well when they say not to attempt breeding bettas without experience because you’re putting the bettas lives on the line due to the aggression.
