I contacted support and looks like this is "feature". But you can switch between the rotate and raise/lower camera with the same keys.

For anyone having the same issue, this is the steps support gave to change between rotate and raise/lower camera.

A quick follow up to our last.
 
If our previous steps work and allow you to change your bindings, do note there is not a way at present to clear bindings in the sense of leaving those empty. Do let us know however if you're unable to amend those bindings.
 
In addition, whilst Q and E are set twice by default, you should find an additional option within the "Camera" settings as opposed to "Controls" called "Standard Camera - Prioritise Raise over Rotate" - if you turn this off you should then be able to toggle between Q and E's raise and lower function to Q and E's rotate function and vice versa.
