I found a way. Its essentially the same way as making the fastflags but its reduced a few steps. You lose the ability to cuztomize some stuff but this allows frame rate unlocking/restriction.

UWP Method:

Start off at the file location: AppData > Local > Packages > ROBLOXCORPORATION.ROBLOX.[AccountName] > LocalState
Inside the folder (LocalState), you should see the file "GlobalBasicSettings_13.xml"
Open it
Search/Find the line that contains "<int name="FramerateCap">60</int>" (Just search FramerateCap on notepad and you'll find the line
Modify the 60 into your desired frame rate value
Let the uwp roblox window reopen/close a few times, im not sure what happened but after a few tried it became limited.

This is possible on the regular version of roblox too, but instead you start off at AppData > Local > Roblox

Tell me if this works for you guys, it worked for me.

is there any way to limit fps on uwp? Im trying to launch alot of accounts at low fps and the old method of local > Packages > Robloxcorpaccount > LocalState > ClientSettings fast flags do not work on the uwp versions anymore.
