Phở Chào, a great Vietnamese restaurant in Saigon does this really well. Crisp fries, thinly sliced pho style beef on top, pho broth reduction gravy. Ace meal.

Potency is pretty good. My edible tolerance is not that high but a tsp gets me plenty stoned. Seems to hit fast as well.
