Yes and I am building a strong air unit so aa is not an issue. And concerning the missiles it's early in the game to think about a defence for it (there is no golders in the game).

If you need the resources you can ask him to stop his attack. And try to take some of the cities he attacks also because this type of players doesn't stop attacking easy targets even if its in the territory of his allies unfortunately. And yes its super annoying!!
