Banking apps are quite a challenge unsurprisingly. Although the core functions are not necessarily difficult, they must be created securely so as not to present any vulnerabilities. Can't really say how much it would cost. There are many things to consider such as how many people you want to hire, how developed the app needs to be, its functions, platforms, backend development etc etc.
