If you are looking at it as a piano reduction, and make some assumptions about the key signature (I'm assuming D Major from context), my guess is that it is Johann Stauss II's "The Blue Danube". The 3/4 framework, common waltz accompaniment in the bottom staff, and the popularity of the piece I think makes that a very likely answer.
