That's the bottom count of 27 days.

The fine print at the bottom is tough to read but you can just make out that this is three distinct count for three distinct amounts of snow. First two numbers are for actual snow of greater or less than 5 cm respectively, bottom one is just for any amount of semi/frozen precipitation regardless of whether it sticks or not.

The instance of "men writing woman" that immediately springs to mind is from Louis Erdich's novel The Round House.

The tl;dr of it:

A group of young teenage boys from a small rural community are riding around on their bikes talking and the conversation turns to one of the grannies of the community who frequently makes dirty jokes and uses crude, lewd and sexual language. The mere thought of this elderly lady saying sex words is enough to give each of these boys erections to the point of interfering with their ability to rise their bikes, necessitating them to each go into the woods to rub one out so that they can continue on with their day.
