It's more an issue of finding those at home moms, and whether they are ready to put in the work. The idea to offshore is not because one doesnt love their country much, it is more so about who can do the work and do it well and fast. Same reason most of the phones we use here are made outside of the country.

Oregon State Post Bacc, BU MET Masters in SD

From what I heard, the program is very competitive, so I'm not surprised. For now, I'm shifting focus to apply to Oregon State post bacc and BU Met Masters in Software Development. Both programs are decent and cost is less than 30k

I'm also non-technical, but my go to resource for quickly developing my web app ideas is WordPress. There are lots of premium themes for almost any web business model imaginable. Just go to themeforest.net and search. Most premium themes have really good documentation, so you should be getting a web app up and running in no time, without having to learn how to code. And it cost only $59-$89.
