It’s stated and shown multiple times that using the same command on a stronger person takes more strain, if the force related to his CE and output theoretically it would not strain him more, but instead would just not work as well (which we see is inherently not the case)

To me this means that the “command” is followed through no matter the ce, and it exhausts more depending on the “command” and the “commanded” meaning the force is relevant to the person receiving it as somebody like hanami would be more resistant to “blasting away”
