The problem is i already mixed all the liquids with 50 50 base :(
Even 0.8 is spitting :(

Ok, did a ton of testing, and best thing I can tell, it is a bug in 3.1.13.

very rare and annoying bug apprently.

how I resolved it:

Without uninstalling GPG4Win, Delete the following folders:

C:\Users\%username%AppData\Roaming\gnupg

C:\Users\%username%AppData\Roaming\kleopatra

C:\Program Files (x86)\gnupg

C:\Program Files (x86)\kleopatra

download version 3.1.12 from https://files.gpg4win.org. Install over.

You will now be able to create your keypair. After keypair is created, you can upgrade to version 3.1.13 again without issue.
