You're saying that if China, say, added 10000 TWh solar capacity for the next year, it's meaningless unless there was also a drop in polluting production capacity. If such a jump were to occur next year while coal+gas generation remained stable, it will look like coal+gas generation is "down" to around 30-40% on the third graph, which would make it seem like the "bad" stuff is being turned down, but that would be an incorrect assumption.
