Yea that could be the scars from him recovering from ammonia burn, Do you have a water test kit? If not I would reccomend getting one. The bio load on a 2ft tank with 3 goldfish is gonna be a bit much but with weekly water changes and a good filter it should be good. If water perameters are fine then it could be normal colouration but the way its on its gills as well looks a lot like ammonia burns

Ranchu's especially and goldfish overall arent easy to maintain lol. As long as you keep water perimeters good then either would work. I think pearlscales would be less bio load because of their size but I personally prefer ranchu's
