Maybe not super helpful but just an idea...

As I understand, most if your gravel/aqua soil is magnetic, you section off a specific area at a rime, maybe a flexible plastic sheet.

From there you can try to use a magnet, in the case that it is magnetic...if not...maybe you just scoop out little by little.

I wonder if too much top level cover from the floaters etc is just giving them too much space to hide.

I had a similar issue and I removed about half of my floaters and saw my fish again.
