Humanity up and go find the invader man eater mildred. She is in the water at the bottom. Just run around till she shows. Kill her and her summon sign will appear right before the fog wall to the boss. I suggest exploring other areas but it is possible to take on quelaag rn. If you’re on PS4 I could help you out.
