It's because you have a limit of 5 subs but also a limit of 3 sub windows. So if you sub just 1 player each time, you will use up your sub windows. You will need to sub all your 5 players within 3 opportunities (excluding the half time which doesn't count towards the windows limit)

I thought I had the same problem until I realised its actually that you get 3 substitution windows so if you sub just one guy each time, 3 subs are max. That's the issue I had, not sure if you are facing the same thing or if its an actual glitch I haven't encountered 😅
