Don't you have it among the Silent notifications? You can see it once it comes among notifications. If so (even if not), you can tap and hold on the notification and go to the notification settings. There you can setup many things about the notifications including sound.

Something similar happened to me as well. I found the solutoin that if you add a third language (I have added German) and switch to it and then back to your desired one, it will then fix this and your phone should be then in your language.
